Ambassador’s Fund for HIV/AIDS Relief (AFHR)

The AFHR is a grant program under PEPFAR (the U.S. President’s Emergency Plan for AIDS Relief) implemented in Tanzania via the U.S. Embassy/PEPFAR Coordination Office.

Some key features and goals of AFHR:

  • Purpose: To support local/community-level non-profit, faith-based or civil society organisations to carry out HIV/AIDS-related interventions.
  • Topics/focus areas include:
    • Reducing structural barriers to HIV services (stigma, discrimination, violence, poverty, and education).
    • Promoting PrEP (pre-exposure prophylaxis), including treatment literacy.
    • Increasing HIV case identification, demand/ uptake of self-testing.
    • Improving adherence to treatment, support services, viral load suppression.
    • Engagement of key and vulnerable populations (KVPs), people living with HIV (PLHIV), adolescent girls & young women, etc.
  • Funding:
    • Amounts can vary depending on the round, but typical grants are in the USD thousands range (e.g. $20,000-$40,000 in more recent AFHR calls).
    • Total available funding in those rounds is often several hundred thousand dollars.
  • Duration: Usually 12 or 24 months, depending on the project.
  • Who can apply: Registered Tanzanian non-profit organisations: Community-Based Organizations (CBOs), CSOs, Faith-Based Organisations (FBOs), NGOs. Additionally there is emphasis on beneficiary-led organizations, youth-led or KVP-led, or organizations that represent PLHIV.
  • Geographical & Beneficiary focus: Tanzania countrywide. Target beneficiaries are youth (various age brackets), key/vulnerable populations (e.g. sex workers, men who have sex with men, people who inject drugs, prison inmates), and people living with HIV.
  • Monitoring & evaluation: Projects are expected to define clear goals, indicators, report on results, often incorporate community-led monitoring or feedback from service recipients.
  • History & scale: The program has been in existence for several years. For example, by 2020, AFHR had awarded grants to 13 organisations to address community-level HIV issues.
